The World Health Organization said vaccination had begun in southern Kasaï Province in the Democratic Republic of the Congo for people exposed to Ebola and for front-line health workers, opening the next phase of the response to the country's latest outbreak of the virus.

The campaign started after health authorities earlier in the month announced an outbreak in Bulape, a locality in Kasaï Province. According to an Africa Centres for Disease Control and Prevention briefing cited by the Associated Press, the outbreak had already left at least 16 people dead and 68 suspected cases. Those figures show a response that is starting under pressure rather than ahead of the curve.

Initial vaccine supply is limited. The WHO said 400 doses of the Ervebo vaccine had been dispatched at the outset, with more to follow. The International Coordinating Group on Vaccine Provision later approved roughly 45,000 additional doses, according to the AP report, adding to an initial stockpile of 2,000 doses that was already in the country. That sequence suggests the first deliveries were aimed at immediate ring-vaccination needs around known exposures while a larger replenishment pipeline was assembled.

The outbreak involves the Zaire species of Ebola, the AP reported, referring to the strain historically associated with severe disease and named after the Congo's former name. This is Congo's 16th Ebola outbreak since 1976. The country's long experience with the disease means the response architecture is not being built from scratch, but the article makes clear that prior experience has not removed the operational obstacles.

What the event date establishes is narrower but important. Congo had moved from outbreak detection into active immunization of exposed people and medical personnel.
