The Maldives has become the first country to impose a lifelong tobacco ban on an entire generation, barring anyone born in 2007 or later from buying or using tobacco products.

According to NOS, the rule took effect on November 1, 2025, and applies to all forms of tobacco. The ban does not expire: people covered by it are barred for life from purchasing or using tobacco in the island nation.

The health ministry said retailers must check age before selling tobacco products, and businesses that ignore the rule face a substantial fine. NOS also reported that the measure applies to foreign tourists, extending the restriction beyond Maldivian citizens and residents.

The policy places the Maldives in a position that other countries have discussed but not yet matched. In the United Kingdom, a similar generational smoking ban has been proposed for people born in 2009 or later, but it has not been passed by parliament. New Zealand briefly moved toward a comparable policy before repealing it before implementation. Those examples show that the Maldives is ahead of other governments that have debated whether to phase out smoking by birth year rather than by raising the legal age in steps.

The Maldives is a chain of more than a thousand coral islands in the Indian Ocean and relies heavily on tourism. NOS noted that the country is known for luxury resorts and receives large numbers of international visitors, which makes the new tobacco rule notable not just as a domestic public-health measure but as one that will be visible to travelers as well.

The new restriction is part of a wider international debate over how governments should reduce smoking rates. Traditional tobacco controls typically rely on taxes, advertising bans, health warnings and age limits. The Maldives has instead chosen a generational cutoff that effectively ends legal access for those born in or after 2007. Supporters say such measures can prevent the next generation from ever starting, while critics in other countries have argued they create uneven rules for adults depending on birth year.

For now, the Maldives stands alone. The government has implemented a policy that does not merely raise the minimum age for smoking; it removes the legal option entirely for a defined generation. That makes the country the first to turn a public-health experiment into a nationwide lifetime prohibition for people born from a specific year onward.
