Minnesota Governor Tim Walz issued a warning order preparing the National Guard for possible civil unrest after an Immigration and Customs Enforcement officer fatally shot a 37-year-old woman in south Minneapolis. The state also activated its Emergency Operations Center as protesters and law-enforcement agencies gathered near the scene.

A warning order alerts Guard personnel to prepare; it is not the same as deploying troops. Walz emphasized that the force answers to Minnesota and said the state did not need further federal assistance. He urged residents exercising their protest rights to remain peaceful and protect their neighbors.

The shooting occurred near East 34th Street and Portland Avenue, producing a tense standoff involving federal officers, local police and demonstrators. Senator Tina Smith identified the woman as a U.S. citizen. Two federal sources told CBS News that the officer who fired belonged to an ICE Enforcement and Removal Operations team.

Witnesses said several agents blocked a Honda Pilot and one tried to open the driver’s door. They reported that the motorist reversed, then drove forward, after which three shots were heard. The vehicle continued a short distance before colliding with another car. Social-media video reviewed by CBS was described as consistent with that sequence.

Federal officials and Minnesota authorities sharply disagreed over how to interpret those actions. Homeland Security Secretary Kristi Noem called the driving an act of domestic terrorism. A department spokesperson alleged the woman weaponized her vehicle and tried to kill officers. President Donald Trump said the ICE officer appeared to act in self-defence.

Walz rejected that account as propaganda and criticized federal officials for reaching conclusions before investigators had established the woman’s identity and motive. He promised a full, fair and prompt investigation to determine accountability.

The Minnesota Bureau of Criminal Apprehension and FBI were investigating. Their work would need to examine video, witness accounts, vehicle movement, officer positioning and the timing of the shots. The evidence packet did not contain a final reconstruction or legal conclusion.

The confrontation came as the federal government planned to send 2,000 law-enforcement personnel into the Twin Cities area to investigate alleged fraud after inspections at dozens of local sites the previous month. Walz said state leaders had warned that aggressive federal operations threatened public safety.

Preparing the Guard gave Minnesota an option if protests escalated while leaving the force undeployed at that stage. Activating the emergency center also created a structure for state agencies to coordinate information and response.

The warning order was therefore a precaution driven by uncertainty, not a declaration that unrest had already exceeded civilian control. The central unresolved issue remained the shooting itself, with federal officials claiming a vehicle attack and state leaders insisting that evidence—not immediate political characterization—must determine what happened.
