China's carbon dioxide emissions were "flat or falling" in 2025, according to an analysis published by AFP via France 24 and based on work by the Centre for Research on Energy and Clean Air. The report says emissions likely declined by about 0.3 percent last year, which would make 2025 the first full calendar year in which China's emissions did not rise while energy demand was still growing.

That is a meaningful turning point, but it is not yet a clean break with the past. The analysis warns that because the drop is so small, there is still uncertainty around whether the country has truly peaked. Some of that uncertainty comes from the margins of error in coal-consumption data. The report also says a small increase could still push emissions back above the previous high, which would delay hopes of an earlier peak before China's 2030 target.

The sources of the shift are important. CREA says emissions fell in almost all major sectors in 2025, including power generation, where China's huge renewable buildout is beginning to meet growing demand. The report says emissions also dropped in industry, especially building materials as construction slowed, and in transport as electric-vehicle use kept rising. Coal still dominates the power system, but AFP says coal-fired emissions fell by nearly 2 percent despite higher electricity demand.

Not every sector moved in the same direction. The chemical industry recorded sharp emissions growth in 2025 and is expected to keep rising. That is one reason the overall decline remains fragile. A fast-growing sector can offset progress elsewhere, especially when the total reduction is still only a fraction of a percent. The analysis therefore treats the trend as encouraging, but not yet decisive.

For climate policy, the symbolic value is obvious. China is the world's biggest emitter and has committed to peaking emissions by 2030. Some analysts think it can peak earlier, and the report says the current trend would make that possible if renewables continue to expand and grid bottlenecks are eased. But the analysis also makes clear that symbolic progress is not the same as structural decline. Emissions are no longer surging the way they were until 2023, yet they are still not falling quickly enough to support the country's carbon-neutrality target.

That balance of progress and caution is what makes the report newsworthy. China may have reached a plateau, but a plateau is not the same as a sustained downward path. The next question is whether record renewable capacity, better grid access and more storage can turn a fragile flattening into a lasting decline.
