Joseph Chang Yanfeng was ordained Bishop of Chifeng in China on July 22, 2026, following an appointment by Pope Leo XIV and approval of his candidacy under the provisional agreement between the Holy See and the People’s Republic of China.
Vatican News reported that the episcopal ordination took place on that Wednesday. Pope Leo XIV had appointed Chang on June 15, a little more than a month before the ceremony. The report connected the selection directly to the process established by the provisional bilateral agreement, stating that the Pope approved Chang’s candidacy under its terms.
The appointment placed Chang at the head of the Diocese of Chifeng in the Province of Inner Mongolia. His elevation followed several years in which he had already held responsibility for the diocese’s administration. Since October 15, 2021, he had served as Diocesan Administrator of Chifeng, giving him an established leadership role before his appointment as bishop.
Chang was born on April 4, 1984, in Beizhen, Liaoning Province. His clerical formation included attendance at the Shenyang Major Seminary. He later studied outside China at the Catholic University of Daejeon in South Korea, where he obtained a degree in Biblical Theology.
He was ordained a priest for the Diocese of Chifeng on November 18, 2010. His initial assignments combined administrative and parish responsibilities. Between 2010 and 2013, he worked in the diocesan curia while also serving several parishes, according to the Vatican account. That period linked work in the diocese’s central administration with direct pastoral duties in local congregations.
Chang subsequently became parish priest of Chifeng Cathedral. He later served as parish priest in Lindong. Those successive assignments preceded his move into diocesan administration in 2021 and his eventual selection as bishop in 2026.
The chronology available by Vatican News shows a progression within the same diocese: priestly ordination in 2010, curial and parish service during his first three years, leadership of the cathedral parish and then Lindong, followed by nearly five years as diocesan administrator before the episcopal ordination. His theological education in South Korea was the only study outside China identified in the report.
The ordination also represented an implementation of the provisional framework between the Holy See and China. In this case, Vatican News said Chang’s candidacy received approval through that agreement before Pope Leo XIV formally appointed him. the cited account did not give further details about the ceremony, its participants or the provisions of the agreement.
With the July 22 ordination, Chang moved from administering Chifeng to serving as its bishop. The Vatican report identified the diocese with Inner Mongolia and presented the appointment, candidacy approval and ordination as successive stages in that transition.
