Cuts, delayed grants and workforce departures are reshaping US scientific research, according to a Scientific American examination that follows the loss of a proposed NASA observatory and wider disruption across federal agencies. The account depicts a system affected not only by explicit cancellations but also by staff losses and shifting priorities that can leave projects unable to meet existing cost and schedule tests.

The Advanced X-ray Imaging Satellite, or AXIS, provides the central example. Eight research teams had proposed concepts for a billion-dollar observatory intended to study early black holes and galaxy formation. A group including University of Maryland astronomer Christopher Reynolds received $5 million from NASA in October 2024 to refine silicon x-ray mirror technology with engineers at Goddard Space Flight Center.

That work lost 20 people after nearly 4,000 NASA employees—about one-fifth of the agency workforce—accepted buyouts, paid leave or early retirement amid pressure from the Department of Government Efficiency, the magazine reports. Departures included the lead project manager, a heater designer and William Zhang, who invented the proposed mirror technology. Remaining researchers had presentations but lacked some of the people who held the project’s working knowledge.

The administration’s budget request then eliminated the program that would have funded AXIS. Although Congress controls appropriations, Goddard leaders began moving engineers toward projects that would survive under the proposal, according to Reynolds. AXIS received its first cost estimate in September 2025 and was 10% over budget. An October government shutdown halted work, leaving about two weeks after reopening to revise the plan. NASA rejected the submission after the team could not bring its cost and schedule within limits.

The mission’s end illustrates how indirect pressures can decide outcomes without a formal cancellation. Reynolds described AXIS as being deprived of the resources needed to remain viable. He retained a tenured position, but warned that the lost opportunities are future jobs and potential US leadership in the field.

Scientific American reports broader figures: thousands of federal grants have been frozen or cancelled, with roughly 2,600 worth about $1.4 billion still unresolved. The National Science Foundation and National Institutes of Health were issuing about three-quarters of their usual grant totals, while nearly 95,000 scientists had left federal employment. NIH notices seeking proposals fell from as many as 850 annually to 120 in 2025 and 14 by mid-March 2026.

Those figures describe a rapidly changing period and may be revised as disputes and appropriations proceed. Their immediate significance lies in continuity. Research programs depend on specialized teams, predictable review cycles and multi-year planning; restoring a budget does not automatically recreate departed expertise. The AXIS case shows how administrative timing and staffing can become scientific decisions long before an experiment reaches space.
